happened to negotiations yesterday and how you are coping. we start with abc7 news reporter, matt keller, in oakland. matt? >> union protesters are taking place right now. you can see several workers have shown up and it is expected to last all day. union leaders expect community members to join in later. you will not see this again today. check out this video of the last bart train putting in to fremont this morning. talks between the union and management breakdown after 30 hours of negotiations. union leaders are on board with wages and pensions but could not agree to the work rules put in by management. that could lead to unreasonable working conditions and assignments. >> we reached an economic framework. we moved in their direction on pensions and on health care, we lowered our wage proposals and suddenly the issues that were not discussed at the table are

deal breakers by the district. >> work rules mean, do we have control in can we make decision decisions? about staffing? about overtime? about job assignments? bart management says the final offer addresses the essential work rule efficiency bart needs to modernize. the unions said they were willing to go to arbitration but bart management wanted to include the economic issues, as well. right now, no new negotiations sessions are scheduled between bart management and the unions. i am told similar picket lines like this one are being set up all across the bay area this morning. reporting live in oakland for abc7 news. >> here we go again. thank you, matt. >> we hope it is friday lite. the real test is monday. traffic wise, here is leyla gulen. >> we have one accident reported out of tracy into dublin/pleasanton at grant line road. one lane is blocked.

to pleasanton hill we have construction northbound 680 from monument to 42 and we will have lanes taken away. that will last until 6:00 this morning. southbound traffic, moving pretty well. going outside at the drive, coming away from highway four or 242 through pleasanton hill, there are a few extra tail lights as you move out toward the 24 junction so watch out for that. when you get on to highway 24 you are moving along just fine. that is a picture of it and you can see there is traffic there. it is only 4:32 but we notice more traffic but it will get worse. we will have the details for you. >> we are noticing more cloud cover along the coast. here is live doppler 7 hd, the clouds are next to the coast wealth visibility at five miles up and down the coast.

this is how it looks from the tower, to the north. the cloud cover is encroaching pond the bay but it will not get further east than san francisco. the clouds the keep the coast cooler, 70's hard to reap today. mid-to-upper 60's are more likely. sunshine around the bay at 72 to 80 and remain warmest inland at 77 to 82. katie and eric? >> bart will roll 200 buses to replace some of the lost train trips. abc7 news reporter, amy hollyfield, has a review. amy? >> we are dealing with seasoned professionals here. look at these commuters. they are here, in line, for a bus that is not scheduled to arrive until 5:00 with books, smartphones, one commuter brought a chair. they are ready to go. here is what you look for, the buses that bart used during the last strike in july.

these will shuttle people from the east bay to san francisco, running from 5:00 this morning until 8:00 in the morning. in walnut creek people were showing up before 4:00 a.m. >> usually i take the the 4:17 train but i didn't know what it would be like. i have to get to work. don't ask how i feel about it. >> el cerrito, west oak, walnut creek, lafayette, san lenadro, and fremont will run from 5:00 to 8:00, and the buses will bring you home from 3:00 to 7:00 getting you from the east bay to san francisco. if you need to complete from the east bay a different location, you do not need to cross into the city you do not have this open and bart recognizes this

cannot solve all of the problems of not having a train. the trains handle 400,000 a day and buses will shuttle ray -- about a sixth of them. >> a.c. transit will run larger buses during the strike and they are planning more trips when possible for service. to speed up access to the bridge, oakland's west grand avenue approach will be converted to an h.o.v. lane so all vehicles but buses car poolers and commercial trucks are not allowed to use the approach during the duration of the strike. this will allow a.c. transit to reduce run times across the bay bridge by 15 minutes. >> here is what to expect driving to work. car pool lane hours on interstate 80, 880, 680 and other roads is extended from 5:00 this morning until 7:00 p.m. and that starts in 25

minutes and all available c.h.p. officers will be out in force to make sure the commute is as smooth as possible. >> oakland mayor who is in shanghai to watch the warriors play the lakers is asking bart management to allow negotiations to move into arbitration. in a statement she said an agreement is within reach and annotation is necessary to avoid further hardship to bart riders and the greater bay area community. the bay area counsel says that the strike is a catastrophe that will cause untold hardship for the hundreds of thousands of working people who rely on birth. a poll finds 80 percent of residents are opposed to a strike and 63 percent believe that the unions should accept the bat contract proposals. >> we are following the latest developments with bart. you can download our free, abc7 news app and allow push alerts to get the latest information. we have assembled a range of

there is fog. be came. use your low beams. on the bay bridge toll plaza you can see traffic is heavier and you could see the metering lights come on at 5:00 this morning. mike? >> we will take a look at what is going on at the golden gate bridge. some of the cloud cover we talked about is hugging the coast. it is as far east as alcatraz. 42 do 58, chilly. but it will be mild by noon. 66 at the coast and increasing sun at the cost but more clouds than the last week. 6 to 80 inland and more of a summer spread. in the evening, everyone should be quiet at 60 to 70 so grab a coat. for the weekend, the temperatures take baby steps backward but the coast is mainly in the 60's and in the 80's in most neighborhoods tomorrow and

>> covering fremont, palo alto, north bay and all bay area, this is abc7 news. >> welcome back. it is 4:42 on bart strike friday. this is 9 bart station in walnut creek. all of the commuters are waiting for the first bus with bart running 200 buses to make up for no trains. it is a drop in the bucket compares to trains. commuters are prepared and one man is bringing a chair for the wait. >> we continue the coverage with a look at the extra ferries running this morning as an alternative for birth. we are in oakland with that story. >> the ferry spokesman said they have increased the number of ferries to accommodate commuter

whose may choose to use the ferry to get to san francisco. we have learned people have already gotten the news. they have planned to adjust their schedules. one commuter just arrived at ferry landing. why did you get up so usually? do you expect the crowds to be as large as july? >> i expect the crud to be larger because the kids back in school and there are more commuters. >> where are you going? how has the strike impacted you? >> i am going to the ferry building and i have been impacted tremendously because i have to get up two hours earlier than normal. >> are you a million trying to juggle family? >> yes. it is not easy. >> what do you need to have, not only the unions and management also, what do you need them to know? >> i need them to come to an agreement and take the public into consideration. we are the ones affected.

>> thank you, have a safe journey. i can tell you there are only five people in line right now. that happens to be the line for commuters leaving from jack landon square to san francisco ferry building but we know that commuters will be leaving from here to go to south san francisco and oyster point. we will continue to stay here and keep an eye on things. there are ferries added this morning up from the normal eight to twelve. they have increased the number going back-and-forth. >> other modes of transportation are pitching in. >> i am keeping my positiveness tempered. we had an early problem on 580

and it is cleared. we expect heavy traffic later. we have areas of construction. eastbound highway 4 from port chicago highway to willow pass road there are a few lanes blocked until noon today. traveling along the westbound direction, so far, so good, at 64 miles per hour from antioch to pittsburg. to the altamont pass, 63 miles per hour and you can see you are in good shape. if you need to take the drive from 580, tracy to castro valley you are at 31 minutes and 101 northbound, 16 minutes to 280 out of daly city. it will be a picture of san jose, traveling northbound to the tank, it is looking a slight bit busier. mike? >> thank you. we will start with live doppler 7 hd and show you the clouds along the coast. those are trying to push across

san francisco and we will have varying conditions if you are moving around like a summer type marine layer cloud deck. seven miles visibility in novato which is dropping a little bit. the golden gate bridge shows the clouds moving from left to right or west to east across your screen as we look to the north and try to to see the marine headlands. sunshine will develop in the afternoon. temperatures away from 9 coast are above average through the weekend and a slow cooling but it will be dry next week with no rain in the forecast. >> you can see the clouds are thick loan the coast hanging around for the morning and after lunch it breaks up and we see holes of sunshine develop keeping the temperatures down and it will not have an effect on the rest of us and it will be near 80 in san jose and los gatos low 80's. upper 70's for everyone else and cupertino at 79 and sunshine in

santa cruz and 74. on the peninsula we go 74 in milbrae and everyone else in the upper 70's to 88 and along the coast, mainly stuck in the upper 60's 70's harder to find and if you break out to sunshine earlier, you could touch the 20 and we will be in the low-to-mid 70 in downtown and south san francisco and sausalito and north bay the beaches are stuck in the mid-to-upper 60's at ten to 15 degrees warmer and the seas mid-70's to 8. mid-to-upper 80's loan -- along the east bay shore. east bay valleys and inhere under total sunshine and low 88. tonight, the cloud cover is not so stepsive -- extensive loan the coast. everyone in the low-to-mid 40's to mid-50's. the seven-day forecast is mile pattern continuing through monday and you can see cooling

back to average early next week. katie and eric? >> thank you. san francisco police are investigating a double shooting on treasure island. it happened on california avenue near avenue d after 11:30. the officers found a victim outside the oasis bar and grill shot in the arm. 9 second shooting victim walked into san francisco general. police are trying to figure out what led to the shooting. they have not arrested one. >> federal facilities are back open after the government shut down ending on wednesday night. the budget agreement that jump started the government isary. the 16-day congressional stand off cost an estimated $24 billion. the nation got a bipartisan agreement to extend government funding until january 15. it allows the government to borrow until february 7. the bickering on capitol hill picks up right where it left off. >> the republican strategy of shutting down the government,

running the risk of defaulting was a disaster. >> i continue to do what i can to stop the train wreck that is obamacare. >> president obama is urging a bipartisan budget negotiators to complete a broader agreement before the money runs out. >> the shut down cost more when you factor in the losses suffered by private businesses contracting with the government. the alcatraz cruise company that ferries tourists to the island missed out on $3 million in fares and managers had to scramble to return refunds. tickets the first hour of business. >> a clothing retailer is setting up shop and expanding. >> outside, a look at the bay bridge toll plaza at 4:49 and we

>> good morning, everyone, at 4:52 on the morning news. a look at the golden gate bridge and what do you see? >> a lot of fog. not a lost traffic. that is good news. if you need to commute, do it now. bart is on strike. trains are running. roads are packed. >> you are getting all choked up >> the bart trains are idle after union workers went on strike after midnight. talks broke down yesterday after a marathon bargaining session that lasted 30 help plus hours. they ended with both sides close to agreeing on financial issues but far apart on workplace rules. they are offering limited service during the strike but it is open ended at this point.

>> we are watching the bay area roads. we will check with our engineer who is behind the wheel this morning and joining us using our technology. dick, we see you are lined up at the bay bridge toll plaza. >> that is correct. i am at the bay bridge toll plaza. i have been at the bay bridge toll plaza for 20 minutes watching the traffic pattern. in the last 20 minutes we have gotten the traffic building at 10 or 15 car backup in the cash lane. if you have a fast track transponder you will make it right through the toll plaza no problem. the traffic is building. it is still quite light at this early hour. the metering lights are still off. the bay bridge commute into san francisco is still a good commute at this hour. >> thanks, dick. >> it is starting to look like more of what we will expect.

>> i do have the shots set up so you can see what it is looking like. we have more traffic on the roadways. we have construction that could potentially slow you down. caltran is good about not having any projects in the works while bart is on strike. however, because they announced it so late, they had their projects up and running. there was no way to postpone it. headed through hercules to east richmond from highway 4 to 580 the lanes are blocked until 6:00. coming away from sfo headed from the airport to the city you can see clear conditions out there, not too bad, just ten minutes gets you from san francisco. i will show you what the bay bridge is looking like from emeryville camera, we have a few tail lights in the westbound direction to the island. from the toll plaza, the cash-paying lanes are starting to load up.

very early yet, we hear the metering lights could turn on at 5:00. now a look at the weather with mike nicco. >> good morning. complete opposite weather-wise moving briskly in the upper atmosphere away from us with the storm track nowhere near us with a few clouds along the coast. they will keep temperatures in the mid-to-upper 60's in eureka and monterey and low-to-mid 80's through the central valley and 91 in palm springs and 77 in san diego. the fall colors are peaking with warm sunshine and in the mid-to-upper 60's but at night below freezing at 27 to 30 degrees. safe travels. we will look at the seven-day outlook and what it will show is a cooling trend, possibly some snow for the sierra. that is it from here. back to you guys.
