our mt. tam cam had a case of the shakes this morning. >> winds were certainissue in t. what can you expect during your morning commute today. good morning on this monday, february 12th. you're never more than seven minutes away from your accuweather forecast. mike nicco has more. >> still breezy around the east-west bridges. mainly the san mateo bridge and also, say, the bay bridge, but the breezes will pick up a little bit. they won't be as fast as yesterday. we have a changing of the air mass taking place. it's a dry change on doppler. the camera is not bouncing as much. temperatures in the mid to upper 30s inland. mid to upper 40s around the bay an the coast at 7:00. we'll be around 55 to 56 with total sunshine at noon. 55 to about 59 at 4:00. if you're heading out this evening, dress for temperatures

in the low to mid-50s. here's sue. more about those winds. >> winds over the altamont pass as well. we have extra traffic over there. i'll tell you why in a little bit. we do have an overturned blocking the eastbound 580 lanes near grand. it's still in the middle lane there with crews trying to get the car out of there. we have a sig-alert on tesla road. this is livermore in the hills near carnegie. it's also both lanes, both directions, i should say blocked. that's what's causing a few more people to get on 580 that would normally take that as their morning commute. slow and go off the altamont pass. they pick up a little bit once you're into livermore headed into dublin pleasanton. you're looking at a smooth ride on 580. we'll have an update for you about that sig-alert in a few. ment. >> thank you, sue. the weather changed so quickly over the weekend. gusts of up to 40 miles per hour left a man seriously hurt after a fence landed on top of him.

>> this morning, a wind advisory is in effect for drivers on the san mateo bridge. amy hollyfield live along the bridge with that story. amy? >> reporter: hi reggie. yes. it is windy here. you want to be aware of that as you drive across this bridge. the wind can be dangerous. look at what happened in san francisco yesterday. this is cell phone video taken right after the incident. this is firefighters helping two people hit by a fence that went flying through the air. it happened in the mission district when they were hit. the 68-year-old man is in critical condition. the woman hit has minor injuries. he was moving and talking, looked like he was struggling and in pain. >> it's sort of one of those freak accidents. >> residents say it was incredibly windy in the area. some dwgusts of 40 miles per ho were recorded yesterday.

as for that fence, it came loose from a construction site which is approved by public works. the building department is investigating the incident. live in foster city where it is very windy. amy hollyfield, abc 7 news. happening today, the senate will begin debate on immigration and the fate of dreamers. republicans are expected to introduce legislation at mirrors president trump's previously released plan. it will give 1.8 million dreamers a path to citizenship in exchange for billions to build a border wall. democrats and even republicans have called the proposal dead on arrival. good morning. brand new, vice president mike pence is on his way home from the korean peninsula and as he makes his way home, he says the u.s. is ready for talks about north korea and its nuclear program. the "washington post" reports pence and south korean president moon jae inas had greed on

terms -- the maximum campaign will continue and intensify until the north takes a meaningful step toward denuclearization. moon is urging north korea to sit down with the u.s. at the earliest opportunity. back to you. this is the aftermath of a wild police chase that went from the south bay to san francisco. police say three suspects were trying to break into cars in cupertino and led officers on a chase reaching speeds of 100 miles an hour. reporter cornell barnard was first on the scene when the chase ended. >> never seen a chase like that. people were watching on every corner. >> stephanie rodriguez was serving lunch at a restaurant when a police chase raced by ending minutes later in the city's western air why. >> we heard a lot of police sirens. took a look to the left and saw a young man running this direction. >> she saw a man being chased on

webster street heading for her. >> what did you do? >> we actually hid behind the car. we saw the police with their guns drawn and we weren't sure what his intentions were and he was holding on to his pocket. >> the suspect and two other males ran away from this gold acura with a shredded tire. after a dramatic chase from santa clara county. >> there's always a potential danger whenever we have people like this. we don't know whether they're armed, who they are. >> the police say the three were not armed. at least one is a teenager. the sheriff's department says the group was acting suspicious trying to break into parked cars sunday morning. deputies tried to make a traffic stop, but the acura kept going reaching speeds of 100 miles per hour down highway 101 into san francisco. >> the police cars came from all different directions. >> we tried to terminate the pursuit trying to stop it. however, that was unsuccessful. >> cops say that maneuver may have flattened the suspect's

tire. all three were rounded up and taken back to santa clara county in a squad car. cornell barnard, abc 7 news. you may run into -- rallies will take place here in the bay area and all across the nation. protesters are pushing for a $15 an hour minimum wage. the fight for 15 began with fast food workers back in 2012. workers from several different fields are involved. the vallejo water department is talk telling households to run water for ten minutes. that's because something was carried into the water lines. you can see the affected households. lemon street to 780 to laurel street and south pueblo way. west to porter street and north back to lemon. the city crews have flushed the system and say the discolored water is safe to drink.

afternoon hours. 68 by 6:00. the east bay valleys, up to 43 by 8:00. some areas will be in the upper 30s until we get to that 8:00 hour. 58 by, say, noon. low 60s from 2:00 to 4:00. 51 degrees by 8:00. we'll talk about the dry air and the breezes that are bringing it in when we come back in a second. here's sue with a look at the morning commute. >> the north bay. san rafael where the headlights are headed in the northbound direction. taillights in the southbound direction just past freitas parkway. down through southern marin and mill valley, to the golden gate bridge, everyone is moving at the limit. zipper truck heading by about 20 minutes or so ago. you've got four lanes southbound. two lanes in the northbound direction. you're fog-free and everybody is moving at the limit. couple of trouble spots this morning. we'll head back over to oakland. this one on 580 with an overturned vehicle blocking middle lanes.

eastbound, it is the reverse commute but you are seeing slow traffic near grand. they're working to get that vehicle righted and out of lanes. we'll check back on the commute out of the central valley which is a busy one this morning. thank you, sue. takata reached a settlement agreement with those injured by exploding airbags. the deal paves the way for the japanese company to exit chapter 11 bankruptcy. lawsuits, multimillion dollar fines and the largest recall in automotive history forced takata into bankruptcy. they've been linked to 2100 deaths and hundreds of -- 21 deaths and hundreds of injuries. investigators are trying to figure out how a man made his way on to the runway at lax forcing a temporary runway shutdown. lapd believes the man was mentally yil or on drugs. he was preparing for takeoff and pulled a fire extinguisher in his wheel well. it set off an larm.

slope that is for me. >> you can see the rest of the interview an gma at 7:00. it is early in the investigation, but there is no sign of mechanical problems on the passenger plane that killed 71 people near moscow. >> a russian investigator says the crew of the airliner did not report technical issues before the crash. the plane took off sunday morning and disappeared from radar minutes later. first responders found debris spread across a snowy field. a russian government official says there are no survivors. the owner of a -- three people died when an aircraft crashed in the grand canyon. four people are recovering from injuries. at least two of them were badly burned. rescue teams face many challenges reaching the crash scene due to rugged terrain. >> it's only accessible by aircraft and our first responders had a 20-minute hike to get to the scene. >> all four survivors are being

treated at a trauma center in las vegas. officials haven't shared the names of the people killed or hurt in this crash. the insurance commissioner asking potential victims to come forward after launching an investigation into insurance provider aetna. that's because a former medical director admitted under hooath that he never looked at records. the deposition is by dr. jay ken a num a. he was the medical director from march 2012 to february of 2014. he admitted to never looking at patients' records and made recommendations based on nurses' reviews and records. >> if a health insurer is making decisions to deny coverage without a physician actually ever reviewing medical records, that's a significant concern to me as insurance commissioner in california and potentially a violation of law. >> the commissioner is asking

by. people were outside roaming around. >> reporter: foster had no comment while leaving the santa clara county jail yesterday after posting $75,000 bail. last month the linebacker was arrested in alabama for marijuana possession. last year at the scouting combine, foster submitted a diluted urine sample and later september home after a run-in with a hospital worker. in a statement, vice president of communications bob lang said we take matters of this nature seriously and are gathering all pertinent information. reporting live at levi stadium, matt keller. more fallout from the trump administration after the resignation of rob porter. president trump is facing backlash after expressing sympathy for the former white house aide. it was a tweet that appeared to favor the accuser over the accused. in an op-ed piece, porter's second wife said that the president implied she's a liar.

of i a 4-year-old chihuahua who died saturday after someone threw him from the 7th floor of the sutter stockton garage in union square. at first, the owner thought he escaped from the car and jumped to his death. the owner discovered that someone broke into his car. a dashboard camera captured the entire crime and police were able to i.d. the suspect and arrest him. this man is in police custody following a high-speed car chase that started in oakland. he led authorities on this chase across multiple highways before stopping on elk horn way near deerfield drive in antioch yesterday. officers used tear gas and a canine unit. the man was wanted for carjacking. investigators haven't released his name. >> they want to spend $3.5 million to equip officers with stun guns. the money is in the -- $623 million proposed budget that was approved by the police commission last week. in november, commisioners voted to implement stun guns by the

end of this year. they're a less lethal alternative to firearms. critics say they have a history of causing severe injury or death. happening today, lafayette city council will consider the next steps for an anti-war memorial. this display of 4,000 white crosses on a hillside has been a fixture after deer hill road. they founded the memorial in 2006. she died six years ago and now her son, charles clark, is selling the five-acre lot. he offered to donate the hillside to the city. officials don't want it. the city council will discuss the issue at its meeting tonight. happening today, president trump will release the 2019 budget plan. one of the key proposals is spending $1.5 trillion to fix upgrade in infrastructure. state and local governments would have to come up with some of it. the plan will call for slashing money for domestic programs. federal regulators are looking into how they missed the

weaknesses of the tallest dam. they want owners of the 1700 hyd hydroelectric dams to improve safety. this is a year after both of the oroville dam spillways leak and triggered the evacuation of hundreds of thousands of people. no one died but repairs are expected to cost $870 million. heads up going to the dmv. the oakland office will remain closed due to flood damage. they stole copper tubing from the roof that caused water to cascade through the ceiling last wednesday and flooded the office. the dmv had hoped to reopen the office today. it got pushed back to next monday because the damages were worse than first thought. let's talk about temperatures and we'll start with san francisco where it's mainly in the mid to upper 40s. you can take 46 at lake merced. also glenn park. we've got 47 sunny side. west portal.

it's about 5:42 on this monday morning. here's a look at live doppler. centered on the sierra. they're getting snow. 1 to 3 inches. not a lot. down across southern california, there will be snow in the higher elevations. very windy also. you can see rain in the lower elevations. temperatures will rise into the 60s. palm springs at 70 degrees. broaden this out and the temperatures are running in the upper 50s, low 60s. monterey at 57 degrees. here's a look at lake tahoe. the snow is very fine flakes.
