jose. patrick brennan is the suspicion that-is the person police believed committed many if not all of the 13 fires under suspicion. and officials say brennan was responsible for several bay area fires in the late nineties. the classroom trailers at greater st. john baptist church was one of the buildings patrick brennan allegedly set fire to in the last week. the conversation at the church cannot breathe a sigh of relief now that britain is in jail. - brennan. deacon rolando johnson says the mood around the church is improving and the warning fliers can now go in the trash.

guilty. he could face the death penalty. the morning-just this morning, president obama will announce changes to some controversial government surveillance programs. the president is said to give a speech at the justice department at 8:00 a.m. our time. in it, he's expected to outline only modest changes. the associated press is reporting that the president will call for an end to the nsa's control of the americas phone data. the president began reviewing the surveillance programs after former nsa analyst edward snowden leaked details to the public. meantime, congress has sent the president a new spending bill to sign. the 1.1 trillion dollars spending bill easily passed the senate vote yesterday. the house passed a bill earlier
this week. the bill funds every agency of government through september. it also ends the threat of another government shut down during that time. the president is expected to sign it before current funding expires tomorrow. the man charged with sending poisoned laced letters to president barack obama and other officials want to change his plea. james everett dutschke previous week pleaded not guilty in deny sending the letters. he also denied eight charges that he tried to recruit someone else to send a price untainted letter while he was in jail. the 42 year-old has been jailed since april on charges of sending grison team 10--ricin-tainted letters to obama, republican u.s. senator roger wicker and a mississippi judge. dutschke is accused of

emergency. he's expected to do so this morning and san francisco declaring the emergency will make it easier to transfer water between different regions of the state three will bring it to you when that happens. in the meantime marin county is starting to tap into its water reserves because of this historical dry winter. phoenix like is a reserve a reservoir that means it is only used during dry years. and now it's being pumped to sell water to the central and southern parts of the county because the marin municipal water district supply is roughly 20% lower than it should be this time of year. for now, the district is only asking customers to voluntarily cut back their water usage. the mandatory rationing could be in the forecast if conditions continue to stay dry. in the district says we need a lot of rain to avoid that scenario. >>: because the ground is so dry just a little rain would be absorbed into the ground. we need enough grain at that the ground is saturated and additional rain on top of
that >>: ed, at a second backup reservoir near the nevada is being prepared just in case those reserves need to be tapped into as well. and in fact, dry conditions appear to be spreading across the country and as well as here in california. the dry weather is already prompting federal officials to declare some regions disaster areas. kron4's charles clifford has details. >>: this is a map together by the u.s. drought monitor that shows just last week about a quarter of california was dealing with extreme drought. they've now released an updated map that shows that this week more than half of the state is dealing with extreme conditions. and that includes all of the bay area. >>: also this week, because of the drought the u.s. department of agriculture has designated counties in 11 states as natural disaster areas which includes 27 counties here in california. farmers in these counties and adjacent counties can now apply for low-interest emergency
loans of 2 1/2 million dollars. governor jerry brown also said earlier this week that his administration could soon announce that california is officially in a drought. that would free up even more relief money. part of the recent officials are so concerned about the dry conditions this early in the year is that there's an alarming lack of snow and the mountains. this is where most of california's water comes from during the summer after summer months. this map shows the snow lacking in january of 2013 a year ago. the darker the color of the morse know there was to read and this was after to wet month at the end of 2012. now let's move forward to january 2014. you can see that across california there's very little snow. very little and northern california and very little moisture in the sierra. and the news room charles clifford kron 4 news. >>james: want to go live for

that his house. during their investigation the reason why he's on our server the streets. is because they believe is also responsible for setting at least 16 fires back in the '90s turns out he's also a registered sex offender. he will make his court appearance. he's being charged with multiple counts of arson. the reason why he's not out right now is because he's denied bail. the judge said the bill at $1 billion which is too high for him to pay. up until now there not release any evidence for more information about this case. once it is sent to the prosecutors will have to release an affirmation and it will not even more about patrickbrennan. >>: thank you will treat >>darya: as we want to get you going on this friday morning with a little weather and traffic. it

surh said new information on the priest murdered on new year's day in eureka. a detective told a judge that reverend eric freed's body was found wrapped in sheets at saint bernard's church. gary lee bullock is accused of torturing and murdering freed with a metal pipe and a wooden stake. he's also accused of breaking into the church, stealing a car, and trying to burn the church down. the attack happened hours after bullock was released from a nearby jail. bullock has pleaded not guilty. he could face the death penalty. this morning, president obama will announce changes to some controversial government surveillance programs. the president is set to give a speech at the justice department at 8 a-m our time. in it, he's expected to
outline only modest changes. the associated press is reporting that the president will call for an end to the n-s-a's control of americans' phone data. the president began reviewing the surveillance programs after former n-s-a analyst edward snowden leaked details to the public. meantime, congress has sent the president a new spending bill to sign. the 1-point-1 trillion dollar spending bill easily passed a senate vote yesterday. the house passed the bill earlier this week. the bill funds every agency of government through september. it also ends the threat of another government shutdown during that time. the president is expected to sign it before current funding expires tomorrow. the man charged with sending poison-laced letters to president barack obama and other officials wants to change his plea. james everett dutschke previously pleaded not guilty and denied sending the letters. he also denied a charge that he tried to recruit someone
else to send a ricin- tainted letter while he was in jail. the 42-year-old has been jailed since april on charges of sending ricin- tainted letters to obama, republican u.s. sen. roger wicker, and a mississippi judge. dutschke is accused of trying to frame an elvis impersonator who was initially charged. already facing one murder charge. police in massachusetts are now trying to link former patriots tight end aaron hernandez to a double homicide in boston. police suspect hernandez may have been the gunman in the 2012 killing. in the documents, police said they had probable cause to believe hernandez was operating the suspect vehicle used in the shooting-- and he may have been the one to pull the trigger. the 23-year old hernandez was indicted for first- degree murder and weapons charges by a different grand jury in august 2013. he is accused in the shooting death of his friend odin lloyd. more trouble for justin bieber. police say they're checking his i-phone for clues in the egging of a neighbor's house. officers confiscated the phone during a search of bieber's home this week. investigators say they're looking for any evidence of bieber "bragging or making fun of" the egging. any evidence found will go to the district attorney to be used for possible prosecution.
