mayor gavin newsom appointed me as the fire chief about seven years ago. today is a really important day. does anybody know what we're about to get ready to do? a fire drill. you are close. an earthquake drill. fire drill, earthquake drill. is the same message, everybody needs to be prepared. we're working closely to make sure we keep each and everyone of you, your families, your school, and your home is safe. the big message today is that in san francisco, we have to be prepared for an earthquake. one of the ways we do it is to prepare ourselves by having a drill. every october, is a really important month for disaster preparedness. in 1989, there was a large earthquake in san francisco. we learned a lot of lessons from the earthquake. [applause] mayor newsom: thank you. thank each and every one of you for being here. it is an honor to have you here, and you have been here many times with the flag raising ceremonies. this is, in particular, very important and appropriate that we ask all of you to be here. we share so much in terms of the respective histories. i am reminded every time i go down the hallway, of this history. the mayors who are here before the city of san francisco. the city was founded over 200 years ago. that connection in mexico and the relationship with spain, all the challenges that are good and bad. this is more positive with an engaging future. this is something that is indelible in the minds of the people of san francisco. particularly those who served as custodians of this great city. she is right to say that what makes san francisco special and what makes the bay area special, and the state of california so remarkable is the ability to attract people from every conceivable walk of life, regardless of race or ethnicity or sexual

gavin newsom has been a leader of the environment before it was the sexy thing to do. he has been responsible for putting solar power at moscone center; responsible for putting power at san francisco international airport; responsible for putting solar power at the waste water facility in the bayview hunter's point. he will be responsible for putting power on our libraries, on our schools, and everywhere possible in the city and county of san francisco. we're very fortunate that this mayor has been the first mayor to create a climate action plan that will reduce the green house emissions by 20 percent by the year 2012. this mayor has also been a leader and innovation and we're looking at creating -- in harnessing paddle power below the golden gate bridge and that will be done under gavin newsom's leadership. so please put your hands together and give a warm san francisco welcome to our mayor, my mayor, gavin newsom. >> thank you. newly elected so i've got to now call him mr. president. thank you, president brooks. i want to thank the commissioners for being here and of

speaker nancy pelosi, mayor gavin newsom. the mayor said some mighty nice things about me, but i tell you -- this would not have happened without the speaker and the mayor. i had been navy secretary about 10 minutes when the speaker called and said, "can we do something about treasure island?" i went up and talked to her, and and i talked to the mayor, and it was a group effort, a team effort, and we stood on the work that other people have done, and a couple of those folks are here today. mayor willie brown, and my predecessor as secretary of the navy, both of whom were here when this process started, and both of whom live the groundwork for what we are able to do here today, so thank you. united states navy in association with treasure island began 70 years ago, right after the completion of world expo, 1939-1940. the navy took this over, and from these shores, tens of thousands of sailors and marines left the fight in the pacific in world war ii, and a lot of those sailors and marines who left from here, this was the last

[applause] mayor newsom: thank you all for being here. this has been a long time coming. we have been talking about this six or seven years. i remember reading a clip about then senate candidate in new york state hillary clinton talking about college savings accounts, talking about some countries that experimented with these from the world and how she had a decided to do something along these lines. i remember talking to some members of my staff about looking into the possibility of putting something like this together. a couple of things -- a couple of years went by. candidly, a couple of other things became priorities. this allowed working families to keep more of what they are earning and draw down more of the federal income tax credit. we started to work on another program that has national attention, again, a program jose has stored it, called bank on san francisco, now called bank on california, and the president put down money on a program called bank on u.s. aid to deal with c
