judge jeanine: doctor, i want to move on to your position is the head of hud. i want to let my viewers know what the federal government is doing with the moratorium on foreclosures can you explain that to my viewers? >> what is the most important thing that people have financially for their home? while they are being terrified and trying to keep themselves and their family safe, the last thing we want them to worry about is whether they're going to lose their house. because of payments that a been lagging. so the president authorized us to go ahead and place a 60 day moratorium on foreclosures and evictions that were in progress as well as those that may occur over the next 60 days. judge jeanine: will there be a reinvestment doctor? i only have a few seconds left but people have trouble paying their mortgage where there is no foreclosure, what is the federal government offering? >> we asked before engine forbearance for the services we want them to look at the whole cascade of options that they have before they would even think about eviction or foreclosure. j

hud has suspended foreclosures and evictions for two months, for single family homes, with loans through the federal housing administration, but that only applies to about 8 million units. so what is your message to everyone else who will likely be struggling to pay their rent and pay their mortgage in the coming weeks and months? >> part of what is being negotiated in congress right now are measures to be able to help take care of some of our most vulnerable citizens. a lot of people who live, for instance, in public housing or assisted housing, you know, they are not covered by our fha guarantees. and as a result of that, you know, we've been in contact with the phas, with the various landlords, to ask them to extend forbearance and to use a variety of different things, including some of their reserve funds to tide them over, recognizing that, you know, if they evict people, then you've got to start all over again, plus you're exacerbating the situation nationwide. i have not found many people who don't understand that. i don't think that's a particular issue, but we've also been in co

with regard to your other half as hud director, one of the thing that is a great concern in the city of new york is the homeless population. in los angeles and california, san francisco as well, there has been someone who has died of it in new york city, the first person to die from covid-19 -- how do you keep it from spreading through the homeless population in the environment they are living in? >> that's something i have been concerned about for a long time. if you go back and look at some of my interviews from six months ago or nine months ago, i talk about what would happen if we had an epidemic if we don't do something about this homelessness problem? to their credit, many of the governors have stepped up and we sent information on what to do and how to prepare in case somebody does contract the disease. you have to work that out with your state health agencies before it happens. it's not a crisis of the time that it happens and that has been done by many states and i give them great credit for that. we also have provided a lot of information on hud.gov . there's plenty of info

i think i didn't realize that the president or hud had this authority. is this because of emergency powers that they can take this very stark action? >> it seems that way, but the bigger challenge will be this isn't a forgiveness obligation, so for a homeowner who can't make the payments they will still have that obligation and there's also some questions about the rest of the mortgage population whether those are the freddie mac orphan it may mortgages. jillian: let's take a look at the numbers right now in talking about mortgage rates the week of march 19, it was 3.65%, week of march 12 it was 3.36% and then going beyond that march 5 was 3.29%, why are we seeing this increase and what do you make of it? is it a good time to refinance? >> yeah, not to get into the weeds of mortgage finance, but it's all tied to us going on in the treasury market and the concern on investors in these types of mortgages that credit risk is going up, so we did when the fed first acted and cut by a half a percentage point we saw interest rates come down but then we started
