el paso, the city of el paso alone, has more people hospitalized than most states and we learned this morning the city is bringing in new mobile morgues, they're doubling the number of these mobile morgues to handle the spike in deaths. cnn's omar jimenez is live in el paso. omar, you have seen firsthand the huge toll this is taking. >> reporter: that's right, john. it's every awful aspect of this pandemic converging on the city. out of the entire hospital capacity we have here for anything around 50% of the patients that are in the hospital are for covid-19, members of the u.s. army and air force are here assisting, that's along with the nearly 1,400 personnel the state has sent in as well just to try and slow down in any way what has been an explosion of coronavirus. churches are empty. businesses, no different. and the new reality for el paso, texas, where coronavirus has taken hold, unlike any other place in the country. based on the number of active cases and the population, one in every 30 people in the county actively has covid-19. the test positivity rate has been at 20% or hi

el paso has been trying to do something to make things a little less horrible. on october 29th their local county judge, ricardo sameniego, their top elected official in el paso who we have had on this show ordered a strict two-week shutdown of all non-essential businesses in defiance of the texas attorney general and the governor. and there is some evidence it was working. el paso has been reversing its spike in the wake of that order. you can see it there. the incidences coming down on this chart. but the state sued to reverse the shutdown order and on friday an appeals court ruled against el paso's shutdown, even as those bodies continue to fill the mobile morgues. and look, no one, no one wants to tell people they can't go out or to put businesses out of business or prevent americans from going about their normal lives. but at some point you reach a breaking point. and that's where we are now. we are breaking. we are at the breaking point. there are too many cases for hospitals to handle. in north and south dakota one doctor said things are as bad as it gets

a dire scene unfolding here in el paso. and these are really the darkest days of the pandemic this city has faced, so far. we watched yesterday as more mobile morgues, those massive, refrigerated trailers, were rolled next to the county medical examiner's office, not out of precaution but necessity. simply because they are running out of room as the virus rages in this community. we know that, right now, it's being fought on two fronts. the medical front with hospitals having a growing number of partnerships here. and then, you have kind of the civic-community front, which is facing a controversial shutdown order, that actually expires at midnight tonight. i'll talk about that, in just a second. but as far as the hospital resources go, staffing is being increased as much as possible. we know that patients are now being put two to a room, to make sure they have as much space as possible in the hospital. and tents have already gone up outside of multiple medical centers here in town. to try to provide some sort of organizatio
