Yeah, I'm having weird "Beta Uploader" issues too. I used to upload Garage Band files no problamo. Even made a nicely rendered DAW display graphic for them. But now, I'm being told to not upload zero byte files, such as directories (true, that really all a .band file is) BUT that Chrome CAN do that whereas Firefox cannot. But right now, NEiTHER will initiate upload when I click the final click ("Upload and Create Your Item").

I suppose I'll just zip up the file(s) & try again, but I know I won't be getting the awesome DAW rendered preview graphic. Oh well.

items with uploaded html files need to be reviewed then modified by archive admins to function. you can send a request to info@archive.org

Well my fellow Mac fan, I guess I solved my problem. My advice to you is to check the metadata on your HTML files. & compare it to/with successful previous uploads of yours.
because, my issue, was that I was attempting to upload files that were older, & created with an older version of Garage Band. Like, the structure is the same, it's just a standard BSD Un*x dir with drwxr-xr-x@ (chmod 755). See tho xattr -l tells me that the one that uploaded now, has com.apple.lastuseddate#PS com.apple.metadata:_kMDItemUserTags: & com.apple.quarantine: 0082;00000000;GarageBand; attributes, & the one that I had to .zip up only had com.apple.FinderInfo: & com.apple.metadata:_kTimeMachineOldestSnapshot:
I really dunno if that made the difference, but when I opened the older file in my newest GB.app & re-saved it, low & behold, it was IA compatible (& had a lovely preview graphic of the DAW state when I saved/quit the app. it's now my IA file preview pic. go fig right?)
Good luck.
