The Coast Guard has had significant success conducting response operations during major contingencies. And yet, mission execution has been buoyed and supported in an ad hoc fashion by the logistics and financial management structure of the organization. Should ad hoc efforts fail in the future, the Coast Guard may find itself unprepared for managing the logistical and financial challenges of widespread contingencies. Shortfalls in the existing approach to contingency preparedness include: a...

This article narrates and interrogates some of the responses of a group of English teachers, and their lecturer, to an assignment in a post-graduate course entitled Language and assessment. The assignment required the teachers to respond to a text in a mode other than writing, and to design the assessment of this representation. Three of their designs, and their lecturer's assessment of these designs, are described and discussed. It is argued that assessment of multimodal representations of...

This thesis is a policy analysis of the Department of Homeland Security's (DHS) Law Enforcement Deployment Team concept. The concept outlines the need to form specialized regional law enforcement teams to be deployed across the nation to stricken regions. As written, these teams are designed to provide a backfill to law enforcement agencies who require additional assistance post-natural disaster or post-terror attack. Many of the tenets in this DHS concept are derived from existing federal...

Historically, the United States Congress has acknowledged that a separate branch of military service is required to exert supremacy over each of the recognized Domains of Operation. Throughout the evolution of modern warfare, leading minds in military theory have come to the conclusion that due to fundamental differences inherent in the theory and tactics that must be employed in order to successfully wage war within a domain's associated environment, a specialized force was needed - until now....

Nonpolar nitride semiconductor materials containing a wide range of structural defects are studied. High quality InGaN quantum wells grown on bulk stacking fault (SF) -free GaN substrates show larger PL intensity and shorter PL lifetime with decreasing well width, indicating that the radiative lifetime is becoming smaller as the well narrows, consistent with the theoretically predicted increase in oscillator strength and associated exciton binding energy. Moreover, the fact that these phenomena...
