WELSH CHURCH ACT FUND 2021-22: FINANCIAL ASSISTANCE 


Purpose 


One application is attached that requires approval by Cabinet. 
Welsh Church Act Fund Balance 


The Council currently holds £442,920.71 of which £36,096 is committed, 
leaving a balance of £406,824.71. 


Approval of Welsh Church Act Fund Grants 

In Section 4 of the Constitution — Functions Reserved by the Cabinet, 
Function 8 states “Payment of grants/financial assistance over a financial 
threshold as determined by the Cabinet from time to time” and “In relation to 
Function 8 above, the current limit determined by Cabinet is £5,000 for small 
business grants and £2,000 in all other cases”. 


Due to this, Cabinet approve all Welsh Church Act Fund grants exceeding 
£2,000 with the Director of Resources approving those below £2,000. 


Following discussion with Cabinet, it is proposed that approval of all Welsh 
Church Act Fund grants exceeding £2,000 is delegated to the Cabinet Member 
for Finance. 


Comments by Director of Resources 

The financial issues are included in the body and Appendix to the report. In 
accordance with the current policy for Full Cost Recovery, the Finance and 
Internal Audit Services will be recovering the cost of their time administering 
this service from the Welsh Church Act Fund balance. 


Comments by Head of Legal and Democratic Services 
There are no legal issues arising from this report. 


Comments by Head of Human Resources 
There are no human resources issues arising from this report. 


Impact Assessment 

The award of financial assistance has been considered against the five ways 
of working (long term, prevention, integration, collaboration, involvement) in 
the Well-being of Future Generations sustainable development principle. 
Important issues to note are the financial assistance preventing deterioration 
of the Churches, and safeguarding them for future generations. 


The award of financial assistance is unlikely to impact on any specific groups 
as defined within the Equality Act 2010. 


Finally, the award of financial assistance is unlikely to impact on the Council’ s 
obligations under the Welsh Language Standard Regulations 2015. 


RECOMMENDATION: 
(a) That the application be approved. 


(b) That delegated approval be granted to the Cabinet Member for Finance to 
approve Welsh Church Act Fund grants exceeding £2,000. 


REASON FOR RECOMMENDATION: 


To continue to support local Organisations.
